In the incorporated cities the City's rules and franchise apply; in the unincorporated communities like Muscoy and Bloomington the County handles the equivalent. A local hauler who knows which is which saves you the whole problem.
The second is the housing. The newer subdivisions out toward Fontana, Rancho Cucamonga and Ontario give up bulky, light material that wants a larger container; the older homes in San Bernardino, Redlands and Colton give up dense debris that wants a smaller one and may raise the asbestos question; and the foothill properties bring decomposed-granite spoil and defensible-space clearance.
